Summary of Job Duties:The Associate Vice Chancellor for Human Resources has primary responsibility for University functions and responsibilities associated with equal employment opportunity and Title IX compliance, HR solutions, leave administration, benefits, compensation, recruitment and retention, employment law compliance, employee relations, training, and personnel records management. The Associate Vice Chancellor for Human Resources, reports to the Vice Chancellor for Finance and Administration and is a leadership position that plays an essential role in support of our faculty and staff. This position also functions as an advisor to all campus leadership while leading a team of human resource and Title IX professionals. This position is governed by state and federal laws as well as UA System and institution policy. Qualifications:

Required Education and/or Experience:

  • Earned bachelor's degree in human resource management or related field from an accredited institution;
  • Ten years of progressive experience managing or administering human resource programs including five years' leadership experience;
  • Experience with human resources law and regulatory provisions, such as FLSA and other DOL regulations, workers compensation, and Title IX;
  • Demonstrated creativity and strategic approach in keeping up with human resources innovations, including leadership skills and the ability to formulate, communicate, and execute strategic initiatives.

Preferred Education and/or Experience:

  • Earned master's degree or advanced certificate in human resource management or related field from an accredited institution;
  • Human resource management experience at an institution of higher education;
  • Successful experience with financial management including budgets and financial analyses related to human resource programs;
  • Evidence of successfully implementing and/or effective use of administrative information systems and related computer-assisted processes;
  • A history of building productive collaborative relationships;
  • Experience conducting investigations and mediating conflict;
  • Active participation in human resource organizations.

Job Duties and Responsibilities:

  • Management of all HR functions;
  • Collaborate with leadership to implement HR strategy that will support the university's mission;
  • Management of the Title IX Office;
  • Oversee benefits management for faculty, staff, and retirees. Benefits options consist of a self-insured health insurance plan through the UA System Office and both AR State defined benefit plan andTIAAand Fidelity optional retirement plans;
  • Research federal and state laws and UA Board of Trustees policies for the development or enhancement of university policies;
  • Coach employees and managers on university and Board of Trustees policies and procedures and provide guidance on application of the policies and procedures;
  • Provide direction to the administration and supervisors regarding disciplinary actions and employee terminations;
  • Manage position allocations and recruitment efforts in accordance with Arkansas Legislative directives and participate in personnel budget sessions with the Legislative Personnel Committee;
  • Oversee the development and implementation of campus-wide training on various Human Resource topics, and lead training sessions;
  • Coordinate immigration visas and permanent resident sponsorships with the university's immigration attorney;
  • Review grievances andEEOrelated complaints; oversee investigations conducted by the Employee Relations Director; utilize policies, state laws, and federal regulations to resolve grievances andEEOallegations;
  • Responsible for knowledge of Workday business processes, security roles, updates, and implementation;
  • Administer the annual Performance Evaluation Program;
  • Manage HR and Title IX departmental salary and expense budgets;
  • Manage HR Recruitment Budget
  • Responsible for the maintenance of all employee records;
  • Prepare personnel data reports, Freedom of Information Act requests, and ad hoc reports for internal, external, and legislative inquiries;
  • OverseeFMLA,ADA/PWFAaccommodations, and Workers' Comp claims and the administration of the university's Leave without Pay programs;
  • Oversee the maintenance and update of the Human Resources' website;
  • Serve as the designated 504 Coordinator for the university;
  • Represent the campus on the UA System Benefits Committee;
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Strong interpersonal skills as exhibited by the ability to influence others, gather information from individuals and groups, and build collaborative relationships across the organization with individuals at all levels including elected officials and government agencies;
  • Excellent written and verbal communication skills are necessary to document and present work outcomes and deliverables;
  • Knowledge of human resources and Title IX best practices, benchmarking, and HR systems;
  • Ability to understand and assimilate information and data for decision-making;
  • Knowledge of federal and state human resources and Title IX laws and regulations;
  • Knowledge of the unique characteristics of higher education human resources;
  • Excellent planning, organizational, and time-management skills coupled with the ability to multi-task and meet deadlines;
  • The ability to handle and manage confidential information.
