Job Summary
The Infrastructure Cabling Services (ICS) Supervisor at UC Davis Health leads the daily operations of a multidisciplinary team, including Registered Communications Distribution Designers (RCDDs), a DAS engineer, and operational technicians. Reporting to the Director of Information Technology Facilities, the Supervisor provides both strategic direction and hands-on support to ensure projects are delivered on time, within scope, and in compliance with NEC, TIA/EIA, OSHPD, Division 27, and UCDH Owner Project Requirements (OPR). This position also participates in the on-call rotation as the first level of escalation for ICS-related issues. - Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
- Bachelor's degree in Information Technology, Engineering, Telecommunications, or a related field; or an equivalent combination of education, training, and progressively responsible experience.
- 5 years of progressively responsible experience in low-voltage cabling, infrastructure engineering, or telecommunications, including at least 2 years of supervisory or lead experience.
- Demonstrated experience in project management within IT, construction, or facilities environments.
- Experience working with cross-functional teams (IT, facilities, vendors, contractors) to achieve shared outcomes.
- Strong record of delivering projects on time and within budget.
- Strong knowledge of low-voltage cabling design and construction processes, including structured cabling systems (fiber and copper).
- Ability to apply project management principles (planning, scheduling, resource coordination) to deliver projects on time and within budget.
- Effective verbal and written communication skills with the ability to work diplomatically across diverse stakeholders and cross-functional teams.
- Basic understanding of IT Service Management (ITSM) practices and exposure to tools such as ServiceNow.
- Ability to apply project management principles (planning, scheduling, resource coordination) to deliver projects on time and within budget.
- Ability to design, document, and implement standardized processes for cabling, engineering, and operations that drive consistency, scalability, and compliance.
Preferred Qualifications
- PMP (Project Management Professional), CAPM (Certified Associate in Project Management), PRINCE2 Practitioner, or Lean Six Sigma certification to validate strong project management and process improvement skills.
- ITIL v4 Foundation or higher, or ServiceNow System Administrator/Implementation Specialist certification to demonstrate knowledge of IT service management frameworks and tools.
- RCDD (Registered Communications Distribution Designer) or other BICSI credentials such as DCDC, OSP, or Installer II (Copper/Fiber) demonstrating expertise in structured cabling and low-voltage infrastructure.
- Additional certifications relevant to healthcare and mission-critical environments, including OSHPD/HCAI compliance training, or credentials supporting knowledge of CBC, CEC, NEC, NFPA, and ICRA standards.
- 7 years of progressively responsible experience in structured cabling or telecommunications infrastructure, with at least 3 years in a supervisory or project management role.
- 5 years experience supervising multi-disciplinary teams including engineers, technicians, or contractors.
- Hands-on experience with process improvement frameworks (ITIL, Lean, Six Sigma, or similar).
- Experience managing support and maintenance contracts and vendor relationships.
- Strong history of diplomatic collaboration with divisional leadership, facilities planning, and IT project management teams.
- Experience working in leadership role in healthcare or customer service organization.
- Project Management Professional (PMP), PRINCE2, or Lean Six Sigma certification, demonstrating advanced project leadership and process improvement capabilities.
- ITIL v4 Foundation certification or equivalent, with practical experience applying ITSM frameworks to operational and engineering environments.
- Advanced expertise in low-voltage design and construction management for healthcare or mission-critical environments.
- Hands-on design experience with clinical and operational telecom platforms, including advanced OHP, VoIP, DAS, and ERRCS.
- Proven track record of process development, standardization, and enforcement in large-scale IT/telecom or facilities organizations.
- Strong diplomatic and cross-functional leadership skills, with the ability to influence outcomes and align diverse groups toward shared objectives.
- Experience collaborating with hospital leadership, facilities, and construction teams, ensuring alignment with compliance standards and organizational strategy.
- Skill in leading teams through process adoption, ensuring buy-in from cross-functional stakeholders, and adjusting workflows to improve efficiency.
- Strong ability to leverage operational data (e.g., from ServiceNow or project tracking tools) to identify gaps, streamline workflows, and support decision-making.

Department Overview The Infrastructure Cabling Services (ICS) team, within the Information Technology Facilities (ITF) division, is responsible for the design, documentation, and maintenance of UC Davis Health's cabling infrastructure. This includes the full fiber optic and copper plant across all facilities, supporting mission-critical healthcare environments with high-performance connectivity for patient care, research, and education. ICS establishes and maintains UCDH's OPR and Division 27 standards, ensuring consistency and code compliance for new construction, renovations, and tenant improvements. The team supports critical systems such as overhead paging (analog and IP), Distributed Antenna Systems (DAS), and 800MHz Emergency Responder Radio Communication Systems (ERRCS), working in collaboration with Facilities, Capital Construction Management (CCM), Design-Build partners, Data Center Services (DCS), and internal IT divisions to deliver reliable and scalable infrastructure. Department Specific Job Scope The ICS Supervisor provides engineering and operational oversight across the full lifecycle of UCDH's low-voltage and cabling systems. This includes managing RCDD/DAS project engineering, and technician-led operations that support fiber and copper cabling, CarePoint, StellarRaD, overhead paging, DAS, and ERRCS. The Supervisor ensures designs, installations, and maintenance activities align with UCDH OPR, Division 27, NEC, TIA/EIA, and OSHPD standards while driving process improvements and ensuring documentation accuracy. Acting as a key liaison with Facilities, CCM, and Design-Build teams, the Supervisor integrates communications infrastructure into all stages of capital projects and tenant improvements. Through proactive leadership, technical expertise, and cross-functional collaboration, the Supervisor safeguards the reliability, resiliency, and future-readiness of systems that directly support patient care, research, and hospital operations.
