The University of Wisconsin-Madison Wisconsin State Laboratory of Hygiene (WSLH) comprises 26 clinical and non-clinical public health laboratories that perform research and fee-for-service testing. WSLH is looking for a Procurement Manager. WSLH annual expenses are approximately $66 million. This position works closely with the WSLH CFO and Laboratory Managers. The Procurement Manager is responsible for all purchasing and accounts payable functions at WSLH. This position supervises a staff of approximately four purchasing and accounts payable employees. This role will lead purchasing-related research and provide recommendations to other managers on a wide range of complex purchases, represent WSLH in supplier contracts/agreements, maintain necessary documentation and ensure compliance with state and federal requirements. This role will perform some financial analysis related to various purchases, and make recommendation to WSLH manager and leadership.

All of these activities require superior communication, organization, and collaboration skills. The Procurement Manager position requires exceptional customer service, an inquisitive nature toward continual excellence, critical thinking skills to resolve complex acquisitions, and above-average speaking and listening skills, which are used when dealing with internal and external customers, partners, and WSLH Purchasing staff.

This position is eligible for hybrid work with up to 2 days remote work.

Key Job Responsibilities:
  • Maintains category strategy documents and supporting data - 5%

  • Develops and documents methods to measure, track, and report established vendor key performance indicators to leadership and stakeholders - 10%

  • Provides supplier pricing benchmark analyses for staff as requested to support contract compliance - 5%

  • Participates in and supports negotiations with suppliers and leads negotiations related to pricing as requested - 10%

  • May exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 FTE or equivalent employees - 15%

  • Manages AP Team of two Fin Specs ensuring processing of vendor invoices are processed in accordance with GAAP, timely and accurate by using existing accounting software programs. - 20%

  • Utilizes sourcing data analytics to support leadership's priorities - 5%

  • Leads and executes the research of suppliers, products and services; assesses market condition, identifies source options, and makes recommendations for critical unique and/or complex enterprise level procurements - 20%

  • Prepares and disseminates business cases to appropriate audiences, proposes strategic sourcing, and authors programs to stakeholders using data analytics and dashboard tools - 10%

Compensation:

Minimum salary is $72,000/year. Actual salary to be determined upon hire.
