RTM Systems Engineer Springfield, VA Pay From: $140,000 per year MUST: Experienced RTM (Release Train Management/Agile) Active Top Secret clearance with SCI eligibility required 5+ years minimum of relevant professional experience Experience in drafting detailed application program specifications and in integrating development efforts across multiple systems or segments Proficiency with JIRA and Confluence, including configuring taxonomy, tags/labels, link types, macros, and templates Strong background in SAFe Agile/RTM practices (Solution Epics, Capabilities, Features, Program Increments) Experience in tracking dependencies, risks, and interrelationships across multiple release trains Ability to coordinate with external/agency systems and integrate with shared baselines Experience capturing architecture artifacts, interface specs, ADRs, and nonfunctional requirements Skill in automation, auditing, and reporting to enforce consistency and integrity of records Demonstrated ability to train, coach, and mentor teams on governance, processes, and tools Excellent communication skills, able to interact with technical, programmatic, and leadership stakeholders Prior experience with the National Geospatial Intelligence Agency (NGA) or similar mission organizations is a plus Bachelor's degree plus 4 years of relevant experience, or Master's degree plus 2 years in government programs, information systems, or related domain DUTIES: Ensure that all elements in your taxonomy (Solution Epics, Program Epics, Features, etc.) are properly linked in parent-child relationships in JIRA, with accurate tags, labels, and dependency information. Enforce standard practices and workflows so all team members adopt consistent cadence (e.g. fixed schedule, two-week increments, PI planning, velocity tracking). Develop and maintain documentation that details dependencies and interrelationships across development activities, release trains, and other systems. Monitor and track risks and opportunities in an overarching risk/opportunity board for the office or contract. Coordinate with Product Owners, Feature Support Engineers, and stakeholders to schedule and run RTM meetings, review boards, and approval gates for Sprints and Program Increments. Ensure alignment and synchronization with other agencies or program offices when leveraging shared systems or baselines; manage cross-office dependencies, prioritization, and uploads into operational instances. Ensure that architecture, system documentation, interface specs, and non-functional requirement artifacts are captured in standard formats for all release trains. Support system engineering within the RTM scope: translate high-level requirements into Program Epics and Features, liaise with vendor and government engineers, and assist in requirements decomposition. Apply automation, auditing, and reporting to enforce taxonomy compliance, data integrity, and workflow standards across JIRA/Confluence. Coach and train teams on best practices, recordkeeping consistency, template usage, and workflow standards to maintain a "single source of truth." Serve as liaison across release trains, vendors, and government stakeholders to ensure consistency in requirements management, dependency resolution, and delivery alignment.
