Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service. Metra's Capital Delivery Department is divided into seven sections: Stations and Parking Design, Civil/Structural Design, Electrical/Mechanical Engineering, Construction, NEPA, Project Management, and Project Controls. The Station and Parking Design manages the design of Metra's station and parking capital projects. The Wayfinding and Signs team is a subgroup of Stations and Parking Design that manages wayfinding and sign projects related to Metra stations. The Civil/Structural Design manages the design of capital infrastructure projects including tracks, bridges, and yard facilities. Electrical/Mechanical manages traction power and mechanical capital projects. Construction manages the construction of capital projects. The NEPA team manages the environmental review and historic resources review processes for capital projects. The Project Management team leads various capital projects across the Capital Program. The Project Controls team continually improves the processes and systems that are used to manage capital projects. Reporting to the Senior Director, Capital Projects within the Capital Project Delivery group, the Senior Construction Manager will be responsible for field coordination of multiple large and complex construction projects, including major bridge construction work, the most complex of all infrastructure engineering jobs; manage third-party Construction Managers, ensuring all tasks are completed, issues are promptly addressed, and work is performed in accordance with bid specifications and Quality Management Plan; and coordinate, plan, and document reviews for interaction with municipal and state agencies for assigned projects. The primary duties include: Manage the performance of Metra's 3rd party Construction Management consultant, ensuring the CM performs according to contract terms including completion of all construction tasks and adherence to Metra's Quality Management Plan and Metra's Safety requirements. Provide guidance for typical daily engineering situations on assigned projects. Provide Professional Engineer level review of engineering issues on projects managed by other team members. Coordinate construction projects with railroad operations, Metra engineering labor forces and third parties. Work with the Engineering management team to develop specific resource requirements and schedules for required Metra labor. Review and ensure all contract modifications, change orders, and monthly pay applications are complete and correct. Advise on responses to contractors request for information (RFI) and record of contractors' contacts (ROCC). Promote safe work practices and maintain and foster a safe work environment. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.
