Under the general direction of Director, COHS/SOM Decision Support Services as a critical part of the DSS technical team, the incumbent works as functional leader, technical expert and supervisor in the DSS technical team. This incumbent is responsible for designing, developing, implementing, and maintaining complex home-grown systems (DSS Home) with all programmer analysts, especially leads and supervises multiple web application programmers. As part of the Decision Support staff, this supervisor position will lead the area of DSS web toolboxes in our home-grown system, to enhance/modify existing and future DSS web applications and integrate with database programs and multiple servers in our DSS home-grown systems. This individual is expected to work with SOM Assistant Dean, SOM Dean's Office Directors, Financial Managers and Analysts, and the other COHS/SOM departmental CAOs and Analysts providing technical and non-technical assistance on all DSS systems and their local environments, as well as working closely with the IT teams in both UCI Campus and UCI Health periodically.


Your Role on the Team

Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides directions to staff according to established policies and management guidance. Administers policies that directly affect subordinate staff. Recommend changes to department policies and practices. Identifies risks and responds accordingly. Provide priority setting and workflow analysis. Having wide-ranging experience, applies software concepts and objectives to projects, up to and including the most complex, with campus-wide / medical center, institution-wide and / or multi-institutional scope and little or no precedent. Directs the selection of tools, methods, techniques, technologies and evaluation criteria to obtain results. Internal and external contacts often pertain to campus / medical center and systemwide plans and objectives. Is considered a subject matter expert at the campus, medical center or Office of the President and may be recognized as an expert in the industry.


What It Takes to be Successful

Required:

  • Requires knowledge of applications programming function, organizational effectiveness and health and safety (ergonomics, stress).
  • Expert skills associated with software design, development and deployment of diverse and complex software of campuswide, medical center, institution-wide and/or multi-institutional scope.
  • Demonstrated ability to engage in performance / integration testing, business and technical analysis, data analysis and data modeling of high complexity.
  • Expert skills and experience in recommending changes in development, maintenance and software standards and processes.
  • Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans. Demonstrated software repository skills.
  • Advanced knowledge of secure software development.
  • Expert experience with identification and use of code libraries and open-source forums. Demonstrated complex problem-solving skills.
  • Critical thinking, persuasion, negotiation, conflict resolution, mentoring and staff development, leadership, management, problem solving, human resources policies and procedures relating to management responsibilities.
  • Excellent verbal and written communication, quantitative abilities, analytical, strong mechanical applications programming systems skills, and interpersonal skills. Must be able to effectively communicate technical information to technical and non-technical personnel at various levels in the organization and communicate with executive-level management on a regular basis.
  • Experience with home-grown systems in the area of HR, Payroll, Finance, Healthcare and Research.
  • Experience of many DBA functions, such as SQL database backup/restore, query tuning, scheduled jobs, and monitor.
  • Strong experience working with big IT organizations or outside vendors to purchase, upgrade, implement or improve the backend servers, networks, software and hardware on complex home-grown systems.
  • Demonstrated strong skill and experience in SDLC, software development planning, systems design, project management, user training, operational training, system maintenance and recovery.
  • Must have knowledge and working experience of multidimensional reporting/analysis tools, such as Tableau, Cognos, Business Intelligence or Microsoft Reporting Services.
  • Demonstrated strong skills and experience in the environment to handle multi-tasking in both production supports and scheduled projects, with large scales of web and database programming projects, and very good in time management.
  • Demonstrated strong skills to contribute both technical and non-technical discussions and to recommend solutions to technical problems.
  • Demonstrated strong skills to work as an independent, self-motivated, productive member of a team, and a good team player.
  • Strong knowledge and experience to evaluate and analyze current and new systems and servers, and make suggestions to change, upgrade or select new systems in terms of cost, benefit and effectiveness.
  • Experience in supporting Finance, Accounting, Payroll, Clinical Affairs, Academic Affairs, or HR team is plus.
  • At least 10 years of relevant work experience with BA/BS; or at least 8 years of relevant work experience with MA/MS; or equivalent combination of education and work experience with an emphasis in computer science, data processing, computer information systems, or in a related field.
  • At least 5 years as Lead or Supervisor in .Net technology with Microsoft Visual Studio providing leadership and direction for planning, designing, developing, implementing and maintenance in web online applications or toolboxes within a web development team of at least 3 web application programmers, and integrate with complex database and reporting programmers on multiple projects affecting hundreds of end users in a complex home-grown system.
