Pay Range:

$271,320 - $345,840 Annually for the TSM.1 Level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for an Information Technology Program Leader to lead a team of employees who provide desktop computing and NIF&PS data center infrastructure support to more than 1000 employees who work for the directorate. You will have management and oversight responsibility of budget and lead information technology initiatives on unclassified and classified level networks. This position will report programmatically to the Chief Information Officer with program responsibilities to the NIF&PS Directorate and administratively to the NIFC Division Leader in the Computing Directorate.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

You will

  • Programmatically supervise an IT staff of over 40 employees and manage an overall budget of approximately $13M.
  • Provide strategy, vision, and technical leadership to the IT team to effectively manage NIF&PS IT environment, ensure programmatic mission delivery, and successful implementation of technology standards.
  • Routinely interact, collaborate, partner, and work effectively with CIO and NIF&PS senior leaders to identify and prioritize IT business needs and use them to drive strategy and improve IT service delivery.
  • Conduct in depth analysis and/or champion new technologies and trends that will improve collaboration and provide cost effective solutions across NIF&PS and LLNL.
  • Serve as the Responsible Manager for the NIF&PS data center and ensure compliance with cyber security mandates.
  • Conduct operations and business management in compliance with LLNL policy and procedures, and applicable laws and regulations, ensuring work activities are conducted safely and securely.
  • Ensure on-going NNSA compliance requirements and audits are conducted successfully including preparation, execution, and post audit action items.
  • Guide and provide strategic direction in establishing processes for developing, verifying and fielding project solutions that meet customer needs and requirements.
  • Provide solutions to highly unusual, complex, and/or sensitive issues/problems where solution path is not known ahead of time.
  • Responsible for high-level goal setting, strategic planning efforts, and succession planning on long range goals, working with CIO and NIF&PS senior management.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in Computer Science, or related field, with demonstrated knowledge in the Information Technology field, or the equivalent combination of education and significant relevant experience.
  • Substantial experience leading strategic efforts for organizing and effectively coordinating multiple and frequently conflicting, concurrent complex projects or issues with attention to detail, accuracy, and follow through.
  • Ability to use independent judgment with advanced analytical, technical and organizational decision making and problem-solving skills to safely and compliantly accomplish directorate and laboratory objectives.
  • Experience developing advanced and creative solutions that enables programmatic missions to occur efficiently while compliant with requirements and accepted standards of practice.
  • Interpersonal and communication skills necessary to lead a technical team including leaders, interact with a diverse set of scientists, engineers, and technical and administrative staff and management of all levels, including senior management and executives.
  • Ability to work independently, with consultative guidance and broad direction as well as in multidisciplinary teams.
  • Expert communication, facilitation, and collaboration skills necessary to present, explain, advise and influence senior management and/or external stakeholders.
