Description

TRISTAR is seeking a dedicated HR Assistant to support our government customer in Crane, IN. The ideal candidate will play a crucial role in providing classification advice and assisting with various HR functions. This position will serve as a classification advisor in specialty areas, including journey-level, entry-level, and Merit Promotion hiring. Candidate will ensure quality documentation and audit preparedness for HR processes.

Key Responsibilities:

  • Classification advisor in one or more specialty areas to include but not limited to journey-level, entry-level, and/or Merit Promotion hiring, quality documentation, audit preparedness, special actions, and position reviews. Assistant will confer with Specialists on non-standard or abstract classification issues.
  • Field general questions related to staffing, special actions, and classification processes. Questions of heightened complexity or those involving senior positions should be referred to a specialist for review of the assistant's proposed guidance.
  • Assist and team with civilian HR specialists on staffing & classification matters.
  • Research and apply hiring authorities such as direct hire authorities, merit promotion, or candidate-based authorities.
  • Advise management on standard recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs.
  • Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
  • Conduct qualifications reviews per OPM guidelines; must be able to defend determinations to OCHR-Silverdale and/or management. Qualifications of heightened complexity should be deferred to Specialists for review of assistant's proposed qualification decision.
  • Review and approve job offers prior to sending to candidates.
  • Assign and track candidate tasks via USAStaffing Onboarding Manager.
  • Communicate with candidates regarding their job offer, questions about the hiring process or position, refer technical position questions to managers or recruiters as necessary.
  • Review recruitment, relocation and retention incentives and provide written evaluation of the request along with recommendation on approval or denial.
  • Apply pay setting policies to standard situations in order to advise management.
  • Provide support to branch quality assurance and audit readiness endeavors.
  • Elevate non-standard/novel issues or instances of gaps in regulation to Civilian HR Specialists. Provide input to assist Specialists in crafting a quality resolution to the issue.
  • Various staffing & classification duties as assigned.

  • Proficiency in relevant HR software and tools.
Requirements
  • Functional Knowledge of Microsoft Office Applications (Outlook, Excel and Word are non-negotiables). More advanced or Expert knowledge of these is a big plus but not required. Ability to learn and utilize needed software if knowledge is not pre-existing.
  • Experience using Adobe is a benefit but not absolutely required. Ability to learn the software if knowledge is not pre-existing.
  • Ability and skill in managing multiple tasks and due dates concurrently. Oftentimes in hectic situations.
  • Skill in adapting workload and schedule to accommodate emergent needs.
  • Skill in independently scheduling workday to most efficiently accomplish assigned tasking.
  • Skill in identifying gaps in understanding and communicating this to Specialists, Leads, or Supervisor to rectify in a timely manner.
  • Ability to research into situations utilizing available organizational and regulatory guidance where the answer or correct path forward is not obviously apparent. Defers to Specialists when encountering notably complex or irregular situations.
  • Ability to communicate clearly through a variety of media (email, telephonically, in person, written, etc)
  • Ability to troubleshoot known processes to identify causes for issues.
  • Must be a US Citizen.
  • The ability to obtain a T3 Approval.

Education:

  • Associate degree in Human Resources, Business Administration, or related field preferred.
  • 0-2 years of experience in an HR or administrative support role.
