Position Summary:

Oasys is seeking a Sr. Technical Writer to support the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). The Sr. Technical Writer will be responsible for creating, managing, and maintaining technical documentation that ensures accurate, compliant, and audit-ready records of configuration baselines, systems-of-record, DevSecOps processes, and change control governance.

This role serves as a bridge between development teams, cybersecurity personnel, CM specialists, and leadership by transforming technical input into clear, structured, and Section 508-compliant documentation to support system sustainment, compliance, and stakeholder communication.

Primary Responsibilities:

  • Develop, review, and maintain technical documentation including system specifications, configuration baselines, CMDB artifacts, test plans, standard operating procedures (SOPs), and user manuals.
  • Draft and update key documents such as Program Management Plans (PMPs), Configuration Management Plans, Technical Specification Plans (TSPs), change control documentation, and status accounting reports in accordance with DHS 4300A, NIST 800-53, and RMF guidelines.
  • Author and maintain documentation that supports audit readiness, ATO packages, version control histories, and configuration item (CI) tracking.
  • Translate complex technical concepts into accessible documentation for a variety of stakeholders including developers, system users, compliance officers, and executive leadership.
  • Create process flow diagrams, system architecture visuals, and configuration relationship models using visual aids, screenshots, and video tutorials.
  • Collaborate with software developers, configuration managers, cybersecurity teams, and analysts to gather technical input and ensure documentation accuracy.
  • Ensure all deliverables meet Section 508 accessibility compliance, style guides, and branding standards required by the Coast Guard and DHS.
  • Maintain structured documentation repositories in Confluence, using Jira and Bitbucket to trace documentation to associated sprints, changes, and system components.
  • Contribute to the continuous improvement of documentation processes and governance models across DevSecOps delivery teams.
  • All other duties as assigned by management.

Skills/Qualifications:

  • Demonstrated expertise in technical writing for enterprise software systems, configuration management, and federal compliance documentation.
  • Knowledge of configuration item versioning, CMDB constructs, and lifecycle tracking in IT environments.
  • Proficiency with documentation and collaboration tools including Confluence, Jira, Bitbucket, and Microsoft Office Suite.
  • Ability to produce high-quality documentation under tight deadlines, with a strong attention to detail and technical accuracy.
  • Familiarity with federal information assurance, security, and compliance frameworks including DHS 4300A, FISMA, and NIST SP 800-53.
  • Experience documenting in support of DevSecOps pipelines, CI/CD releases, and software/system audits is strongly preferred.

Education/Experience Requirements:

  • Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Two (2) years of directly relevant experience may substitute for one (1) year of formal education.
  • Minimum of two (2) years of experience in an Agile DevSecOps software and engineering environment and Methodologies.
  • Minimum of two (2) year experience in software engineering, including the design, coding, testing, and documentation of computer programs.
  • Minimum of two (2) years of experience with Jira, Confluence, and Bitbucket.
  • Demonstrated experience working in support of federal government enterprise applications preferred.

Clearance:

  • U.S. citizenship required
  • Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.

Certification Requirement

  • CompTIA Security+
  • Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, Certified Professional Technical Communicator (CPTC), ITIL Foundation, TOGAF, or other architecture frameworks) are a plus.

Work Location:

  • Elizabeth City, NC - Hybrid
  • North Carolina Region - Must be able to go on-site at least three days a week
