Description

Position Summary:

GoldenWolf is seeking a Financial Management Specialist to provide management analysis of DoD financial and facility management systems to deliver financial advice and actionable recommendations on funding availability, budgetary impacts, and related activities in support of DHA-FE's clinical lease programs.

Essential Functions:

01) Financial Reporting & Budget Analysis

  • Maintain budget spreadsheets to identify potential funding requirements and estimates
  • Prepare monthly financial reports and contribute data for quarterly, semi-annual, and annual reports
  • Analyze budget allocations and support Government staff on all budget requirements
  • Monitor fiscal year spend; plan and fund utilization through tracking tools and logs
  • Report sustainment clinical lease funding metrics (project vs. actual) for current and POM years
  • Assist in requesting prior-year obligation adjustments for non-recurring O&M-funded clinical leases

02) Audit & Compliance Support

  • Assist with responses to audit requirements
  • Reconcile financial systems' open documents and delinquent obligations against supporting documentation
  • Review and reconcile Medical Treatment Facility MIPRs and Funding Authorization Documents
  • Investigate and resolve data variances, document errors, and inconsistencies
  • Prepare findings reports and recommend corrections to strengthen internal controls

03) Program Financial Management & Execution

  • Support DHA-FE Clinical Lease financial program execution, including initial and fallout distributions by program element
  • Provide standardized accounting code guidance to the Resource Management Office and project managers
  • Coordinate with finance departments to ensure accurate lease-related billing and collections

04) Tracking, Reconciliation & Analysis

  • Develop and maintain tracking tools and logs for program/project monitoring
  • Perform multiple reconciliation tasks under limited direction, applying advanced reconciliation policies and procedures
  • Collaborate with cross-functional teams to research, gather, and assemble data for accurate reconciliation reporting
  • Conduct financial analytics and modeling to transform accounting and budget data into visual reports

05) Process Improvement & Advisory

  • Apply analytical techniques to design and implement process improvements, studies, policies, and procedures
  • Perform management analysis of DoD financial and facility management systems to provide financial advice and actionable recommendations
  • Anticipate potential issues, present recommendations, and assist executives with policy or corrective action implementation for consistency

06) Leadership Support & Strategic Guidance

  • Prioritize unfunded project requirements in coordination with branch leadership
  • Advise the Chief, Support Services, and Lease Branch Manager on reconciliation goals, programs, and initiatives
  • Provide ad-hoc support and guidance on programming, budgeting, finance, accounting, and cost analysis matters

07) Additional Responsibilities

  • Assist with budget preparation and financial reporting related to clinical leases
  • Prepare and submit all required program documentation
  • Perform other duties as assigned to support the DHA-FE Clinical Lease mission

Requirements

Required Qualifications:

  • Must be able to obtain a CAC
  • Advanced proficiency in Microsoft Office combined with expertise in designing, querying, and managing relational databases to support enterprise-level financial management and strategic planning.
  • Hands-on experience with key DoD financial processes and systems, including: Funding Authorization Documents (FAD); General Fund Enterprise Business System (GFEBS); Spend Plan development and monitoring; Financial Management Information Systems (FMIS); Maintenance Action Plan (MAP); Defense Medical Logistics-Enterprise Solution (LogiCole)
  • Understands organizational roles, responsibilities, and operations
  • Manages high volumes of transactions with accuracy and integrity
  • Adapts well to fast-paced environments and shifting priorities
  • Gathers, analyzes, and presents data clearly and tactfully
  • Strong attention to detail and a structured problem-solving approach
  • Skilled in interpreting financial data trends and patterns

Education:

  • Must have a minimum of five (5) years of experience in administrative or program manager support with a bachelor's degree; or,
  • A minimum of three (3) years of experience with a master's degree; or,
  • A minimum of eight (8) years of experience with no degree.
