GENERAL DESCRIPTION OF WORK: Responsible for managing, directing and coordinating financial, accounting, and related administrative functions for the group/division, and ensuring compliance with regulations. May exercise functional or technical supervision over assigned staff. ESSENTIAL FUNCTIONS: Administers and manages the fiscal operations of assigned group/division. Assists in the preparation of the fiscal budget and monitors all expenditures of the group/division (capital and operating). Manages the accounting functions of all group or division activity including contracts, budgets, purchase orders, periodic cost summaries, invoices, and vouchers to ensure proper control and recording of financial transactions. Reviews the group/division's resolutions to be submitted to Board of Trustee’s and develops and coordinates the financial impact for the resolution. Assists in developing group/division policies and procedures which affect budget, accounting, and other financial transactions. Manages continuous improvement of internal accounting and administrative controls for the safeguarding of VIA's assets. Coordinates and prepares reports and recommendations; composes correspondence as it relates to financial matters. Manages the development of financial analysis and advises on forecasting of operating, capital or grant expenditures. Coordinates activities between the department and internal/external auditors, which includes conducting reviews related to fiscal matters and developing control procedures related to audit findings to ensure compliance with local, federal, and state regulations and VIA policies. Assists in adherence to all applicable fiscal policies and procedures. Provides technical guidance and direction, and coordinates training for departmental staff on an on-going basis. Assists with the compliance of fiscal requirements associated with Federal Transit Administration reporting, grant and capital programs. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist. REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in a in Accounting, Finance, Business Administration or related field with ten (10) years of fiscal operations, accounting, or related experience. PREFERRED QUALIFICATIONS: Master’s degree Supervisory or management experience ADDITIONAL REQUIREMENTS: Must have knowledge of applicable Federal, State and Local laws, rules, regulations and statutes. Must have knowledge of Generally Accepted Accounting Principles and Government Accounting Standards. Must have knowledge of principles and practices of budget preparation and administration. Must have knowledge of automated financial and accounting systems. Must have knowledge of planning and research principles, practices, and procedures. Must have knowledge of governmental accounting, auditing, and financial reporting. Must have knowledge of administrative and management practices. Must be able to analyze and evaluate accounting and financial problems, documents and reports. PHYSICAL REQUIREMENTS: Physical ability required to be mobile, bend, stoop, stand, reach and occasionally lift objects weighing 5-25 pounds such as files and large reference books. WORK ENVIRONMENTS: Works in normal office environment. Work involves deadlines and multiple priorities.
