SUMMARY: Provide leadership, supervision, oversight, and support for the implementation of Adult Education and Family Literacy (AEFL) federal grants, Jobs for American Graduates (JAG) and Temporary Assistance for Needy Families (TANF) contracts. Represent the agency in operations related to the Workforce Innovation and Opportunity Act (WIOA) state plan with other core partners throughout the state.

EDUCATION AND EXPERIENCE:
REQUIRED:

· Bachelor’s Degree
· Two years grants experience
· Minimum of two years supervisory experience

PREFERRED:

· Knowledge of career and technology education
· Teaching experience

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Provide leadership and assistance at the state and local level for implementing federal legislation, including AEFL, JAG and TANF.
· Administer the WIOA contract as it relates to Career Tech components listed in the State Plan and annual revisions.
· Participate in the implementation, analysis and support of activities that coordinate federal legislation with other state and federal initiatives.
· Remain current on federal laws and requirements for each federal program and meet frequently with agency staff in interpretation and implementation of regulations. Provide federal legislation impact reports to senior leadership.
· Provide up-to-date programmatic and fiscal reports as requested.
· Monitor federal and state budgets for each federal program and participate in the annual budget development activities these grants.
· Collect, research, and analyze data to ensure federal performance measures are being achieved and provide direction to areas needing improvement.
· Coordinate the sub-recipient grant application process, ensuring the process, rubric used for determining award, and award correspondence meet with federal requirements ensuring accurate funding calculations for sub-recipient awards.
· Represent the agency regarding federal programs and WIOA in various state, local, and federal meetings.
· Maintain records and documentation for fiscal and programmatic audit reviews and compliance monitoring.
· Develop, implement, and evaluate professional development activities, technical training, workshops, and in-service opportunities to effectively facilitate implementation of federal legislation.
· Provide benchmarks of excellence, resources, and technical assistance to improve school structures and foster partnerships that support exemplary Career Tech programs, academic achievement and student transitions.
· Provide supervision and oversight of the TANF, JAG, and AEFL contracts between ODCTE and the Oklahoma Department of Human Services (DHS) and Oklahoma Employment Security Commission (OESC)

SALARY/BENEFITS: $66,375.5 - $74,861.82 commensurate with education or experience.

Total salary and benefits package valued at $82,088.01 - $91,213.09.

MANAGEMENT RESPONSIBILITY: Supervision, including performance reviews of AEFL, JAG, and (TANF) staff.

COMMUNICATION SKILLS: Requires ability to read, analyze, and interpret federal legislation, professional journals, financial reports, and legal documents as necessary; to respond to inquiries or complaints from customers, regulatory agencies, or members of the community; ability to write reports, business correspondence, and procedural manuals; ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS: Requires ability to apply moderately complex mathematical calculations.

REASONING SKILLS: Requires ability to define problems, collect data, establish facts, and draw valid conclusions. Requires ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

PHYSICAL DEMANDS: Ability to lift 25 pounds with or without reasonable accommodation.

WORK ENVIRONMENT: Position officed on-site at Career Tech in Stillwater, OK.
