Performs specialized technical work of considerable complexity and responsibility requiring a considerable amount of knowledge of theory and practice in accounting and finance, and expertise and experience in maintaining accounting records. Responsible for preparing financial and analytical reports. Work is performed under occasional supervision only and requires initiative and independent judgement to analyze data or situations and determine solutions to problems within the limits of standard practice and VIA policy. Plans own work and refers unusual matters to supervisor. Supervises department staff in absence of Manager. ESSENTIAL FUNCTIONS: Prepare schedules, journal entries, budgets, reports, analysis, financial statements, audit work papers, and other financial documentation. Prepare various notes to the annual audit report and financial statements document, including related tables and exhibits. Reconcile various general ledger accounts and assist other accountants in the completion of their assigned account reconciliations. Determine appropriate processes and procedures to keep accounts reconciled timely. Analyze operating statistics, budgetary variances, labor expenses, revenue receipts, and other financial and statistical data. Maintain accounting support records pertaining to, but not limited to payroll, investments, budget, revenue, leases, fixed assets, capital projects, grants, and inventory. Assist in implementing new Governmental Accounting Standards Board (GASB) Standards and ensure ongoing compliance with related requirements. Complete all posting of monthly activity, reporting, reconciliations, and lease/contract updates associated with GASB 87 (leases) and GASB 96 (Subscription-Based Information Technology Arrangements). Work with the appropriate parties in the Agency to receive new leases, contracts, and amendments. Ensure that all new leases, contracts, and amendments are entered into VIA’s lease software timely and accurately. Assist in implementing new Enterprise Resource Planning or other software in a manner consistent with best practices. Make recommendations for improvements to the accounting system and assist in making the improvements and changes, as applicable. Serve as a resource and accounting liaison between General Accounting and other departments within VIA. Assist in reviewing capital project requests to determine eligibility for capitalization. Assist in the preparation of VIA’s Pension and Other Postemployment Benefit (OPEB) Plan financial statements and generate required workpapers for the audit of the financial statements. Serve as a lead and mentor other employees in principles, practices, and methods of accounting. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist. REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in accounting or related field, and at least five (5) years of experience. Experience may be substituted in lieu of education on a year-for-year basis for up to four (4) years. PREFERRED QUALIFICATIONS: Masters Degree CPA eligible ADDITIONAL REQUIREMENTS: Must have knowledge of Generally Accepted Accounting Principles (GAAP). Have or the ability to obtain knowledge of applicable federal regulations and Governmental Accounting Standards Board (GASB) Standards. Must have the ability to apply accounting theory and practice. Must be able to analyze and interpret fiscal records and to prepare accurate and complete financial statements. Must have good planning and organizational skills. Must be able to work independently using analytical skills, initiative, and good judgement while performing work that requires making decisions based on precedent and VIA policy. Must be able to maintain complex accounting records. Must have the ability to maintain confidentiality of highly sensitive information such as employee pay rates and budget data. Must have the ability to meet and deal tactfully with the public and employees and maintain effective working relationships. Must have a high degree of oral and written communicative skills. Must have working knowledge of automated accounting systems and of automated spreadsheet application. Must be able to create and maintain data queries using standard report writers or data analytic software like Microsoft Access. Must be able to maintain good work attendance. PHYSICAL REQUIREMENTS: Must have physical ability to occasionally bend, stoop, squat, kneel and climb stairs, and lift objects weighing 10 to 20 pounds such as files, computer printouts, and books. Must be able to sit for long periods of time and be fully capable of utilizing calculator and computer keyboards. WORK ENVIRONMENT: Work involves deadlines and multiple priorities. Works within a normal office environment.
