Position Description

  • Under supervision designs, upgrades, inspects, and maintains the electrical distribution system in accordance with the National Electrical Code and National Electrical Safety Code standards to provide reliable electrical service to the customers in Horry and Georgetown counties in accordance with applicable company standards, policies, and procedures. Responsibilities also include maintaining an accurate electronic model of the Geographic Information System (GIS).


  • Essential Job Tasks:
  • Works within standard operating procedures to complete assignments and designs for small-scale projects, including commercial developments, residential subdivisions, and conversion projects with limited supervision.
  • Applies experience and skills to work and coordinate with other departments to complete designs and manage projects.
  • With guidance, ensures proper phasing of transformers and proper load balancing on the distribution system.
  • Designs system changes to maintain facilities in accordance with NESC/NEC, National/State/Local and other Santee Cooper approved standards, codes, and regulations.
  • Initiates work requests and completes designs needed to implement Distribution Planning System Improvement Plans to meet future power/load requirements.
  • Assists in determining facility equipment sizing of transformers and primary, secondary, and service wire.
  • Obtains load data from customers to properly size these facilities.
  • Designs rental and municipal lighting installations, and ensures compliance with company rental lighting program and customer needs.
  • Utilizes computer systems (GIS, WMIS, CIS, FIS, Microsoft Outlook, Word, Excel, Voltage Drop/Flicker, and Transformer Load Management) to complete work request designs and also to complete customer letters and correspondence.
  • Performs all necessary steps to take work requests through their life cycle.
  • Verifies maps for field accuracy to maintain graphical view of Distribution facilities on the GIS system.
  • Ensures that all easements and agreements are received for all applicable projects prior to construction.
  • Obtains encroachment permits from Corps of Engineers, DHEC, Counties, and S. C. Highway Department.
  • Obtains easements and Customer-Owned Underground Facility Location Agreements as needed from residential and commercial customers.
  • Performs field inspections of proposed projects for preliminary design.
  • Stakes future facility locations and ensures crews locate facilities in accordance with work request specifications making sound decisions based on policies, practices, and procedures.
  • Attends all construction-oriented meetings throughout each project and coordinates with other utilities and/or the customer regarding any of their needs.
  • Serves as main point of contact for retail customers and is responsible for their satisfaction with the quality of service they receive from Santee Cooper with regard to electrical service.
  • Prepares most instructional letters, sketches, designs, and diagrams for customers, developers, and contractors.
  • Coordinates with customers on the job sites to discuss all aspects of proposed work involving Santee Cooper.
  • Ensures proper understanding between the public and Santee Cooper on the type and scope of work that Santee Cooper performs.
  • Participates in an emergency on-call rotation as required for after-hours outages/problems.
  • Coordinates tree trimming, including the coordination of tree cutting and trimming around power lines to facilitate new line work.
  • Patrols and inspects lines for hazards and assists outside line crews after major storms.
  • Assists in construction scheduling to promote efficiency and ensure proper work flow within the company in order to meet customer needs.
  • Sends PDF files of work request designs to all joint trench companies.
  • Works with other utilities concerning pole attachments and Joint Trench Use Agreements.
  • Accumulates inter-departmental charge analysis of all time, labor, and materials to a job for the construction of electrical distribution facilities.
  • Processes payments received from customers for Customer Job Requests, Invoice Requests, and Reimbursable/Billables.

  • Engineering Technician A
  • Bachelor's Degree + 4 year experience or Associate's Degree in a technical field + 6 years experience or High School Diploma/GED + 8 years of experience.
  • Basic computer skills and familiarity with desktop software (Word, Access, Excel, etc.) are required.


  • Compensation Information:
    $32.65 - $40.80 (min. - mid.)

    Engineering Technician B
  • Bachelor's Degree + 1 year experience or Associate's Degree in a technical field + 3 years experience or High School Diploma/GED + 5 years of experience.
  • Basic computer skills and familiarity with desktop software (Word, Access, Excel, etc.) are required.


  • Compensation Information:
    $26.45 - $33.05 (min. - mid.)

    Engineering Technician C
  • Bachelor's Degree and/or Associate's Degree in a technical field or High School Diploma/GED + 2 years of experience.
  • Basic computer skills and familiarity with desktop software (Word, Access, Excel, etc.) are required.


  • Compensation Information:
    $21.55 - $26.90 (min. - mid.)
