Overview:

The Field Intelligence Operations Division (FIOD) invites candidates to join its Field Intelligence and Research and Development Environment IT Group (FIE & RDE IT Group) by applying for a Group Leader position. This position will help the FIOD solve complex national security science problems through software solutions including mission-management systems, data collection, materials tracking, and analytical tools. The Group Leader will also provide day-to-day support for Sensitive Compartmented Information (SCI) and Special Access Program (SAP) systems. Qualified applicants have Information System experienceto support FIOD Operations for classified operations across a wide-breadth of information environments.

The Group Leader supports the FIE & RDE IT Group, FIE Operations Section Head and FIOD Leadership by accurately assessing risk, removing impediments, communicating and collaborating with product owners and sponsors, ensuring compliance with applicable policies and procedures, and that acquisitions are completed on time and on budget. The position will also drive process improvements, personnel development, serve as a resource for other IT Project Managers in the FIE Operations Section, and advocate for the discipline of project management.

Job Duties and Responsibilities:

Leadership:

  • Develop and implement a vision and strategy that drives classified science and technology research and development at ORNL. Leadership activities include:
  • Lead a team of IT professionals and manage a complex, classified IT system that enables DOE, IC Community and ORNL mission requirements and growth opportunities.
  • Provide project management leadership and support throughout project lifecycles.
  • Coordinate, collaborate, and build positive, proactive synergies with the Information Systems Security Manager Group Leader, Special Security Office Group Leader, and other key partners to ensure requirements are met, tasks are validated, and projects are completed as expected.
  • Conduct briefings and technical meetings with internal and external customers concerning specific operations/programs/projects.
  • Manage all FIE and RDE IT intelligence systems, applications, manage hardware lifecycles, lead and support FIE upgrades, and ensure all operations are within compliance and up to standard.
  • Collaborate with key partners within the FIE, ORNL, and DOE-IN to develop and implement strategic plans and policies.

    Service, Accountabilities, and Authorities:
  • Serve as the key conduit for FIE, ORNL, DOE-IN, and other Intelligence Community collaborators and partners.
  • Adhere to ORNL personnel practices and policies, including timekeeping expectations, accountability, performance and code of conduct, conflict resolution, and growth and professional service (engagement in scientific societies, workshop and conference organization.
  • Communicate program status, risks, and dependencies to executive leadership and stakeholders.
  • Identify and implement process improvements to drive operational efficiency and program success.
  • Conduct technical discovery sessions to elicit and validate detailed requirements including security and safety constraints.
  • Evaluate and influence user experience (UX) by collaborating with UI/UX designers and front-end developers, ensuring software is intuitive, accessible, and aligned with stakeholder expectations.
  • Develop and maintain comprehensive project documentation including charters, roadmaps, software quality assurance plans, and high-level requirements.
  • Perform cost-benefit analyses and resource allocation planning with an understanding of government budgets and while managing multiple funding streams.
  • Communicate effectively with diverse stakeholders-including scientists, engineers, operators, and federal partners-to ensure alignment of technical solutions with mission goals and operational requirements.
  • Communicate funding/proposal opportunities to staff and support proposal development as appropriate.
  • Participate in hiring and recruiting efforts, working closely with HR, Recruiting, and FIE leadership.
  • Effectively communicate the importance of protecting proprietary or sensitive information and complying with security policies and guidelines.
  • Ensure the quality and safety of the Group's work environment.

Basic Qualifications:

  • BS in computer science or related field and a minimum of eight (8) years of relevant experience.An equivalent combination of education and experience may be considered.
  • Current TS clearance with SCI eligibility
  • Experience leading multi-sized and -tiered projects in support of a variety of diverse project sponsors.
  • Experience with secure information technology and (cyber)security operations.
  • Experience leading/managing technical teams.
  • Must be organized, self-motivated, and be able to work with minimal guidance.
  • Excellent written and verbal communication skills with an ability to interface with numerous technical and research staff members, cognizant security agencies, customers, and senior managers.

Preferred Qualifications:

  • 5 years or more of leadership/management experience.
  • Advanced degree in computer science or technical equivalent.
  • A working knowledge of Executive Orders 13526 and 12333.
  • Detailed knowledge of information technology and cybersecurity policy.
  • Excellent verbal and written communication skills.
  • Experience with Security Directives, Policies, Publications, and Regulations.
  • Previous experience with IT technical proficiency.
  • Ability to bridge new technology into current environments.

Special Requirements:

  • Visa sponsorship is not available for this position.
  • Work may involve various physical requirements and working conditions.
  • Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
