HJF is seeking a Program Manager I who will oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives.

This position will be in support of The En Route & Critical Care Department within the Operational and Undersea Medicine Directorate (OUMD) at the Naval Medical Research Center.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Manage operational elements of one or more individual projects. Document project scope and plan, confirming objectives, technologies, schedules, milestones and deadlines, funding, and available resources with key stakeholders. Produce and distribute project status reports and documents.
  • Facilitates information flow between program members, scientific directors, and HJF.
  • Coordinates the decision-making process between all program participants.
  • Assists with the development and formulation of Fiscal Year budget requests.
  • Prepare Phasing Plans, Status of Funds and Seat rate costs for the NMRC Comptroller's office.
  • Reviews space utilization within the Program and makes recommendations accordingly.
  • Facilitates personnel actions and furnishes guidance and assistance as needed.
  • Provides advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
  • Assists with the preparation of requests for contract actions and proposals.
  • Manage the proposal/report/presentation development and submission processes for the Department, providing critical editorial review and feedback to investigators and communication with collaborators during this process as well as with Directorate staff. Drafts letters on behalf of the Principal Investigators.
  • Tracks all reporting requirements and deadlines for the department.
  • Coordinates and approves the initiation and processing of purchase orders, supply sources, work orders and maintenance and renovation requests.
  • Assists in identification of new program staff and their hiring.
  • Manage Departmental finances for both NMRC and HJF. Maintain up-to-date information on program costs and project funding; track/manage obligations and expenditures in accordance with sponsor requirements; and support distributed overhead activities. Monitor funding modifications and expirations. Prepare Financial Reporting for the Department Head and Scientific Director.
  • Communicate and collaborate with others, including but not limited to project team members, management and other key stakeholders about project requirements and objectives. Document and evaluate existing processes, procedures and guidelines making recommendations for enhancements and improvements as appropriate. Obtain approval for out-of-scope modifications.
  • Monitor project costs incurred. Prepare and maintain project budget and related reports.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.


Education and Experience



  • Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 1-2 years of experience required. 1-2 years related experience in program management preferred.


Required Knowledge, Skills and Abilities



  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Knowledge and a track record in program finance and management in scientific research.
  • Knowledge of organizational objectives, the federal budget process, office automation.
  • Ability to work adeptly, accurately, efficiently and independently.
  • Ability to use sound judgment in solving problems.
  • Ability to coordinate many complex systems, programs and priorities at the same with exceptional organizational and time management skills.
  • Resolves and negotiates conflicts or problems with tact, diplomacy and composure.
  • Ability to work well within a team-oriented/goal oriented work approach.
  • Attention to detail.
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.


Physical Capabilities



  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $64,200-$90,000. Actual salary will be determined based on experience, education, etc.
