Senior Portfolio Business Analyst

Premier is seeking a Senior Portfolio Business Analyst. The Senior Portfolio Business Analyst will: Develop and maintain functional specifications to support requirements from product management's scope and high-level requirements document. Identify project stakeholders and user classes. Document user class characteristics. Identify appropriate representatives for each user class. Write clear, unambiguous, and concise requirements specifications according to standard templates. Decompose high-level business and user requirements into functional requirements and quality, specified in an appropriate level of detail suitable for use by those must base their work on the requirements. Define quality attributes, external interfaces, constraints, and other nonfunctional requirements to include user acceptance criteria. Represent requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriate. Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards. Enter, manipulate, and report on requirements stored in a commercial requirements management tool. Define requirement attributes and facilitate their use throughout the project. Manage requirements traceability information and track requirements status throughout the project. Manage changes to baselined requirements through effective application of change control processes and tools. Establish and implement effective requirements practices, including use and continuous improvement of a requirements process. Assist with the development of the organization's requirements engineering policies, procedures, and tools. Implement ways to reuse requirements across projects. Elicit, analyze, validate, specify, verify, prioritize, and manage product requirements related to the product from all project stakeholders. Work with the product manager or project sponsor to document the product's vision and the project's scope. Elicit requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints. Participate in requirements prioritization. Be the user advocate on the development and product management teams and prioritize user requirements within the development and product management teams. Ensure we deliver the right product as a balance of features, quality, schedule, and long-term health of the product through user acceptance of functional requirements, prototypes, and Advisory Council participation. Participate in peer reviews and inspections of requirements documents. Participate in peer reviews of work products derived from requirements specifications to ensure that the requirements were interpreted correctly. Provide coordination and communication across the development team, including Project Management, Product Management, Operations, Architecture, Development, QA, and Documentation. Identify ways to assist product management in product planning through requirements development and analysis. Propose new product features and updates. Maintain technical relationships with strategic partners and vendors as necessary.

Requires a bachelor's degree in computer information systems, Engineering, Product Management, Healthcare or a related field plus 7 years of experience in related occupations. Alternatively, employer will accept a master's degree in computer information systems, Engineering, Product Management, Healthcare or a related field plus 5 years of experience. Requires 7 years (5 years with Master's) of experience in the following: Querying data warehouses including SAP, SQL, creating data models in Python and R, and developing with business intelligence tools to include Power BI and Tableau; User acceptance testing- be the user advocate on the development and product management teams and prioritize user requirements within the development and product management teams; Enter, manipulate, and report on requirements stored in a commercial requirements management tool such JIRA, Rally, and Microsoft ADO for a portfolio; Define requirement attributes and facilitate their use throughout the portfolio. Requires 4 years of experience in the following: Identify ways to assist program management in product planning through requirements development and analysis; Propose new product features and updates. Requires 3 years of experience in Product risk assessment and mitigation. Telecommuting is permitted.
