Temple University's Human Resources Department is searching for a Talent Acquisition Specialist!

Salary Grade: T25

SALARY RANGE: $49,000 to $59,000


Position Summary:

Reporting to the Director of Human Resources the Talent Acquisition Specialist actively and professionally recruits qualified candidates for all levels and varieties of employment openings including placement of management, administrative, professional, technical, clerical and service personnel. Fulfills the prescribed employment process and consistently conforms to all related Temple University policies, procedures and practices associated with all aspects of placement activity including but not limited to: preparing internal postings and external advertising. Consults with and advises hiring department officials on recruitment strategy. Contacts and when appropriate interviews applicants from both internal and external sources. Validates candidate credentials and effectively completes the 'offer' determination and finalization process. Establishes and cultivates recruitment sources and performs a multitude of other functions as necessary, to maintain and ensure the on-going effectiveness of the recruitment procedures. Keeps management informed on the status of recruitment activity and networks with other recruitment personnel, to assure referral of qualified candidates to appropriate, available openings for selection and placement. Acts on behalf of the department when necessary. Performs other duties as assigned.

This position requires the following background checks: criminal history review.

Required Education and Experience:

* Bachelor's degree and at least three (3) years related recruiting experience.

* Prior experience utilizing applicant tracking systems and negotiating salary offers.

* An equivalent combination of education and experience may be considered.

Preferred Education and Experience

* Experience working in a union environment.

* Experience with Taleo.

Required Skills and Abilities:

* Demonstrated ability to independently manage multiple recruitment requisitions across various portfolios.

* Demonstrated ability to manage online professional networks, social media, and job boards to develop qualified talent pools.

* Demonstrated knowledge of local, state and federal employment laws.

* Advanced knowledge of Microsoft Office Suite.

* Ability to develop creative recruitment strategies and solutions.

* Strong customer service and interpersonal skills.

* Strong written and verbal communication skills.

* Must be highly organized and detail oriented.

* Ability to effectively manage time and meet deadlines.

* Demonstrated ability to work well independently and collaboratively in a team environment.

* Ability to conduct training sessions.

Preferred Skills and Abilities:

* Professional HR certification.

Essential duties:

Once position has been reviewed and approved by HRBP, posts job internally and externally. Informs hiring manager of date job will be posted.

Collaborates with department management, to establish and cultivate targeted recruitment sources and assists with the development of recruitment strategies which includes advertising campaigns and external recruitment job fairs. Develops sources of recruitment which may include contact with colleges, universities, high schools, community organizations and professional organizations.

Recruits, screens and when appropriate interviews applicants, refers qualified candidates to departments in accordance with University policies and procedures, collective bargaining agreements, and federal/state regulations.

Evaluates applicants experience and credentials during screening process. Makes offers of employment to selected candidates in accordance with existing guidelines. Coordinates starting employment date and all required pre-employment on-boarding activities.

Responds to inquiries concerning employment opportunities. Provides information regarding available positions, career paths and other related information. Conducts thorough reference and background audit, ensures completion of hiring authorization forms and appropriate salary determination for all employees as required and makes offer of employment to selected candidate in accordance with existing guidelines.

Initiates paperwork related to processing new hires and processes internal transfers within the institution according to the job posting policy.

Maintains necessary files, records, statistics and other documentation in compliance with governmental and Temple regulations, policies and practices regarding equal employment.

Maintains and compiles data related to recruitment activity and expenditures, including information regarding inquiries, offers, acceptances/rejections, and turnover.

Cultivates and maintains a broad range of business relationships with other HR peers and professional organizations to stay current regarding various recruitment strategies, techniques, and regulations.

Advises internal employees regarding career opportunities and other related matters to positively affect recruitment.

Assists with training programs, new employee orientation, and other activities related to employment and other personnel practices.

Hybrid work schedule clause:

This position is assigned a hybrid work arrangement (on-campus and remote), the duration of this hybrid work arrangement is at the discretion of Temple University and the Department.
