I think the best way to reach key people in HR departments is via email. Emails are usually quite easy to find through the corporate website or through LinkedIn. Many HR people have their own HR blogs, which is a great way to find their emails. I don't think that and HR point person would respond too well to an unsolicited phone call, but you can follow up on your initial email contact with the HR person with a phone call.
